Instrumentation Engineer
INSTRUMENT ENGINEER is required by our Client, an Oil and Gas Operator, to be assigned on Contract basis in Algeria.

PRINCIPAL RESPONSIBILITIES
- Technical authority for the group, shall provide technical leadership for input, support & approval into the FEED, detailed engineering, procurement, manufacturing, construction, inspection & testing, installation, commissioning & start-up of the project and monitor the implementation of QA/QC processes.
- Responsible for management of design changes, developing and installing instrumentation and equipment which is used to monitor and control engineering systems, machinery and processes.
- Develop engineering and project scope of works and ensure that all related deliverables are in compliance
- Presenting Field Change Proposals to management for technical and commercial review/approval.
- Budgeting and estimating of outline project costs. Measurement and control of project costs.
- Participate in technical bid clarification / evaluation and provide necessary input into vendor / supplier selection.
- Input into procurement of equipment and materials and generation of contracts for specific engineering services.
- Review the discipline design calculation reports, system studies, design philosophies, software model input and outputs, drawings, equipment data sheets, data bases, specifications and vendor data; and contribute to effective and timely resolution of technical and engineering issues in consultation with the relevant stakeholders.
- Ensure that design integrity is maintained through fabrication through correct handling of site queries and proper application of QA/QC processes.
- Instrument signal transmission (analog and digital) including power and grounding design.
- Instrument and wiring method selection for electrically hazardous areas.
- Instrument calibration criteria and techniques.
- Control system architecture design including basic process control versus safety instrumented system.
- Safety system engineering, SIL / SRS assignment / analysis, availability calculations.
- Industry standard communication protocols and methods of cyber security application.
- Control system logic configuration and programming methods.
- Process control (e.g. PID theory /tuning, other basic/advanced regulatory control methods).
- Control room /HMI design including human factors considerations and alarm management methods.
- Measurement engineering and measurement standards (e.g. API MPMS, AGA, GPA).
- ATEX (and COMPEX desirable) compliancy.
- Able to review, evaluate, and update cause and effect, P&IDs, logic and architecture diagrams and control narratives.
- Proficient in data collection and analysis with common database and software data.
- Experience in selection, application, and ISA data sheet specification of hardware including pressure/ temperature /level instruments, control valves, shutdown valves, and fire/gas detection.
EXPERIENCE / QUALIFICATIONS
- Bachelor degree from recognized university in Instrumentation & Controls, Electrical, Mechanical, or Chemical Engineering. Diploma considered with sufficient experience.
- Minimum 10 years of work experience in oil & gas, refining, or petrochemical industry.
- Preferable to have TUV certification to IEC 61511.
- Working knowledge and understanding of relevant industry codes and standards. (e.g. IEC-61511, API RP-500/505 or IEC-60079, API RP-551/552, IEC-61131, IEC-62682).
- Have a good understanding of industry safety practices and be able to demonstrate general HSE cultural understanding and awareness for Oil & Gas facilities.
