What is the project?
The Pickering Nuclear Generating Station refurbishment program involves designing and building a new deep-water intake in Lake Ontario to improve the plant's cooling system. This will involve:
A5 km-long tunnel, built by a pressurized TBM (10.5 m diameter slurry TBM);
Two vertical shafts (onshore and offshore);
An offshore modular intake structure, resting on the lake bed.
The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.
What you will do:
The Health & Safety Director is responsible for providing strategic leadership of the project’s Health & Safety program by developing, implementing and managing frameworks, policies and on-site audits. They will lead prevention initiatives to reduce incidents and risks while leading incident management activities and promoting a positive safety culture throughout the project.
Concretely, your tasks will be:
- Lead Health & Safety across all stages of the project, ensuring safety remains a fundamental project priority
- Develop, implement, and enhance Health & Safety management frameworks, policies, procedures, programs and compliance initiatives to prevent workplace injuries
- Provide recommendations to senior leaders on the effective implementation and management of Health & Safety throughout all aspects of the project with supporting statistics and performance
- Promote the integration of Safety in Design (SiD) principles by collaborating with Design, Engineering and Construction teams to eliminate or reduce risks at source during planning and design phases
- Evaluate and oversee subcontractor Health & Safety assurance processes, including prequalification, onboarding, performance monitoring, audits and leadership engagement
- Proactively identify and anticipate workplace hazards through regular inspections, risk assessments, and worker participation to eliminate or control risks before incidents occur
- Lead the definition and implementation of audit standards, ensuring they are respected throughout the Health & Safety team
- Track and evaluate Health & Safety performance through on-site audits, inspections, key performance indicators, trend analysis, and assurance programs to drive continuous improvement
- Conduct and create training, orientation and communication for management and staff using internal and external resources on Health & Safety
- Develop and maintain effective relationships with regulatory authorities, OPG representatives, industry associations, unions and external stakeholders
Your skills:
- Minimum of 15 years experience in the construction industry in a leadership role, preferably on large infrastructure projects
- Strong knowledge of Ontario Occupational Health and Safety Regulations
COR Auditor certified - Recognized professional EHS qualification, such as Canadian Registered Safety Professional (CRSP) Certification or equivalent
- Proven experience in tunneling or underground works, preferably with TBM operations
- Familiarity with safety management systems and incident reporting tools
- Experience working on projects with high-risk environments (nuclear, offshore, or similar)
- Ability to balance operational excellence, production requirements and safety objectives without compromise
- Heightened leadership skills with the ability to lead, motivate and direct personnel
- Excellent verbal and written communication skills
- Exhibit strong time management skills
- High attention to detail and proactive approach to problem-solving
- Strong cross-functional skills, working with the client, regulators, unions, subcontractors, and joint venture partners
