With 7 airports, including Praia and Sal, VINCI Airports supports the development of tourism and inter-island connectivity in Cape Verde.
We are currently looking for a Technical Manager (F/M) in the Studies and Asset Management Department at Cabo Verde Airports.
The main responsibilities in this position will be :
- Manage and coordinate with airports/airfields the development of projects and works for the Phase 1A and 1B Investment Plans (CAPEX), to guarantee compliance with the established deadlines and budgets.
- Manage and coordinate with airports/airfields the development of projects and works in the field of major maintenance and/or improvements (REPEX) and new infrastructure (CAPEX), to guarantee compliance with established deadlines and budgets.
- Manage and coordinate the stakeholders (internal and external) involved/affected in the development plans to guarantee compliance with the established deadlines and budgets (CAPEX).
- Proactively manage technical and feasibility studies, identify opportunities for improvement, and ensure the timely delivery of all established results.
- Monitoring investment budgets and schedules: controlling progress, costs, and deadlines with project managers and external consultants (construction supervision).
- Participate in the preparation of quarterly budget reviews and updates to financial models: producing scenarios for project management or creditors.
- To ensure compliance with contractual commitments to stakeholders - To actively participate in negotiations regarding potential changes, optional work, and additional work.
- Responsible for ensuring the implementation of DEGA's internal procedures regarding the contractual management of projects and the management of information and communications, including the required levels of Occupational Health and Safety, Quality, and Environment and Sustainability.
- To ensure the motivation of the technical team, guaranteeing the required performance levels, understanding of each individual's tasks and responsibilities, and the achievement of individual and team results.
- Bachelor’s or master’s degree in engineering with at least 5 years of experience in project management in the civil construction sector (buildings or infrastructure, ideally related to airport infrastructure) and preferably in EPC or design/build contracts.
- Experience in coordinating and leading teams, applying strategies for managing multiple projects simultaneously, prioritizing activities and distributing tasks to team members.
- Strategic thinking with the ability to foster a culture of innovation and high performance.
- Strong analytical skills, rigor, and interest in the financial and contractual management of large projects.
- Strong rigor and interest in managing complex contractual issues. Team-oriented with a passion for multidisciplinary and multicultural collaboration.
- Autonomy and the ability to propose solutions and compromises.
- Strong written communication skills (drafting correspondence and reports).
- Knowledge of legislation applicable to infrastructure (EASA, ICAO, SCIE, etc.).
- Aptitude for developing and deepening specialized knowledge in the airport field.
- Availability of transportation between airports and airfields.
Proficiency in English and Portuguese (working languages).
