Resident Manager
05/12/2025Key Responsibilities:
Financial & Operational Management
• Review and approve all payments, ensuring compliance with company policies.
• Ensure accurate allocation of received funds for business units & manage the cash flow.
• Oversee monthly cost distribution between the Business Units.
• Validate shared expenses (e.g., GOSI, medical insurance, Saudization, shared licenses) and ensure proper cost-sharing.
• Monitor shared resources and ensure proper allocation.
• Review “IT” charges, validate accuracy & approve invoices
• Oversee the operations team and ensure issuing the monthly operational reports with regional leadership.
• Coordinate with internal teams in KSA & external team in HO to ensure implementation of any approved changes and cost adjustments, as required.
• Review and approve Purchase Orders (POs), up to the authorised threshold, ensuring correct allocation per employee, project, or personal expenses
• Attending & support P&L & Receivables meetings with the Business Unites (for KSA operations).
Regulatory & Compliance
• Ensure the compliance with the company policies with regards to Ethics & Compliance
• Ensure compliance all local laws & regulations.
• With the support of the HR Manager, maintain and update the Nitaqat Master Sheet, including quotas, nationality limitations, and resident list allocations & communicate it regularly with the regional HR team
Duties and Responsibilities towards Quality, Health, Safety and Environment
· Lead & monitor the implementation of the QHSE Management System in the country in close co-ordination with the QHSE Manager in line with the in-place policies & Certification.
· To ensure implementation the good practices in delivering all HO massages to the local team in the country, including MEMOs, policies updates, Reports, … etc.
· To ensure all reasonable and practical steps have been taken to ensure the Health and Safety of all Freyssinet staff in the country.
· To ensure the development of Operational Safety Controls for all the critical activities in the country.
· To ensure all the staff have received appropriate instruction and training to use and operate all equipment and machinery, systems of work change in each working practice.
· To ensure all staffs within the country are aware of their Health and Safety responsibilities and that all staff receive the necessary resources, information, instruction and training to meet these responsibilities.
· To ensure equal importance to QHSE with any other function of the country.
· To ensure all plant and equipment is inspected at regular intervals and that records are maintained as per the local legislation and regulation.
· To engage the workforce of the country and actively promote a positive QHSE attitude and to recognize achievement to positive QHSE conditions and acts.
· To continually lead their country by “Example” and from the front as a leader.
Qualifications & Skills:
• Bachelor’s degree in civil engineering, Construction Management, Business Administration, or related field
• Minimum 10–15 years of experience in construction industry operations and financial management.
• Strong knowledge of local labour laws, and compliance requirements.
• Excellent analytical, negotiation, and communication skills.
