VIE – Project Coordination

VIE Program Context

This position is offered under the Volontariat International en Entreprise (VIE) program and is open exclusively to eligible French citizens. The assignment is temporary in nature and aims to support professional development, knowledge transfer, and the delivery of major U.S. transportation infrastructure projects.


Position Overview

The VIE Project Coordination role within VINCI Highways will support the development and tendering of large-scale express lanes (toll road) projects procured as Public-Private Partnerships (PPP/P3) in the United States.

Based in the Dallas–Fort Worth area, the role focuses on project coordination and management support during the bidding of a major toll road project. The position offers direct exposure to complex infrastructure procurements and involves close coordination between VINCI Highways (Developer) and consortium members, including engineering designers, construction joint ventures, and technical, commercial, financial, insurance, and legal advisors, within a multidisciplinary and international environment.


Key Responsibilities

P3 Project Coordination & Management Support

Support day-to-day activities during the Request for Proposals (RFP) phase, ensuring effective information flow and alignment across technical, commercial, financial, and legal workstreams
Assist the Project Director with planning, deliverables tracking, advisor coordination, budget monitoring, presentations, and reporting
Facilitate coordination between internal teams, external consultants and contractors, and interactions with the Client and key stakeholders
Technical & Financial Proposal Development

Support proposal preparation activities, including coordination of technical inputs and review of documentation
Assist in the preparation and consolidation of presentations, budgets, and proposal deliverables

Support interface management between engineering, construction, operations, and commercial teams
Operations, Maintenance, T&R, Tolling & ITS

Coordinate and monitor technical workstreams related to design, construction, operations and maintenance (O&M), traffic & revenue (T&R), tolling and ITS
Participate in project meetings, workshops, and site visits as required


Required Qualifications

French citizen, eligible for the VIE program
28 years old or younger at the start of the assignment
Bachelor’s or Master’s degree in Civil Engineering, Business Administration, or a related field
0 to 5 years of professional experience in one or more of the following areas:
Road or highway infrastructure projects
PPP/P3, concession or alternative delivery
Infrastructure design, procurement, or project coordination
Operations and maintenance of transportation assets
Professional working proficiency in English (written and spoken)
Willingness to travel within the United States

Preferred Skills & Attributes

Strong interest in transportation infrastructure development, PPP/P3 projects, and public procurement
Organizational, coordination, and administrative skills
Ability to work across technical, commercial, and financial disciplines
Clear, structured, and effective communication skills in English
Proactive, adaptable, and comfortable working in an international and fast-paced environment

Assignment Conditions

Fixed-term VIE assignment of 12 to 18 months
Full-time position based at the U.S. office in Plano, Texas
Assignment conducted in compliance with VIE regulations and applicable U.S. immigration requirements
This role does not constitute permanent employment in the United States
