Job Title: Layer 3 Security Coordinator
Sector: Oil & Gas
Location: Afungi, Mozambique
Start Date: 16/05/2026
Contract Duration: 12 months (renewable)
Work Scheme: Rotational 4 weeks on / 4 weeks off
Language: English (fluent)

Job dimensions

  • Mentoring Protection Force personnel to implement VPSHR guidelines while maintaining high operational level to protect Project operations
  • Responsible for Project logistical movement in Layer 3 areas and contractors’ convoy organization with escort coordination
  • Ensuring socioeconomic activities have proper security support and updated security awareness
  • In charge of stabilization activities in Layer 3 areas
  • Reporting on security situations and threat escalations
  • Ensuring compliance with TEPMA1 security SOPs for all contractor staff
  • Assessing road security conditions in coordination with Afungi security department
  • Liaising daily with local authorities, population, State and private security forces, and contractors
  • Continuously evaluating threat levels in the area of operations

Activities

  • Adhering to HSE system and ensuring full compliance with safety rules
  • Promoting safety culture across all security activities
  • Ensuring compliance with VPSHR and conducting awareness sessions for JTF
  • Reporting VPSHR incidents and daily activities
  • Maintaining protection setup according to security protocols
  • Monitoring consumption (fuel, food, water, consumables)
  • Ensuring convoy personnel and contractors comply with HSE and security rules
  • Assessing daily threat levels and confirming safe convoy movements

Context and environment

  • Rotational position (4 weeks on/off) in Cabo Delgado, Mozambique
  • Isolated, tropical environment with long working hours
  • High-risk malaria zone (personal precautions required)
  • Camp life with full support; 24/7 availability required
  • Elevated security context (restricted movements)

Accountability

  • Ensure Layer 3 security for all logistics movements
  • Ensure VPSHR compliance
  • Provide accurate reporting on security, equipment, and supplies
  • Maintain clear information flow on threats and incidents
  • Liaise daily with military (JTF) and ensure SOP compliance
  • Report contractor issues in line with TEPMA1 rules

Qualifications/Experience required :

  • Fluent in English, Portuguese and Swahili as a spoken language, and notions in local languages.
  • No Criminal record
  • Basic computer skills, Experience on Windows System
  • Have a basic high school diploma
  • Have a military or Police background (minimum Senior NCO).
  • Have experience working with Military and Police personnel.
  • Valid driver’s License
  • Valid passport
