QPE Advisor (Quality, Prevention, Environment)

Rail Cantech is seeking QPE Consultants for its project management team building the Ottawa LRT Confederation Line Extension.

The project is located in Ottawa and is divided into two extensions to the existing Confederation Line. The East Connector adds 12.5 km of double track from the existing Blair Station to the suburb of Orleans, and the West Connector adds 14.5 km of double track.

The challenges awaiting you:

Under the supervision of the Branch Manager, the QPE (Quality, Prevention and Environment) Manager's main responsibility is to implement and monitor the Quality, Prevention and Environment Management system. Main responsibilities include :

Quality :

  • Develop and audit processes;
    Assist employees in managing non-conformities and corrective and preventive actions;
  • Updating and distributing documentation (e.g. site security, work procedures, instructions, etc.);
  • Participate in setting up and monitoring regional committees;
  • Train staff on the management system;
  • Ensure compliance with applicable laws and regulations.

Prevention :

  • Create and maintain an active interest in health and safety in order to eliminate accidents;
  • Analyze risks and propose solutions to eliminate them.
  • Establish and verify health and safety procedures;
  • Ensure administrative management of health and safety files;
  • Plan and monitor internal audits and OHS visits;
  • Support the various departments in their OHS continuous improvement initiatives;

Environment :

  • Monitor environmental compliance mechanisms and the ISO-14001 management system
  • Assist the environmental department of the shared service center (CSP) in obtaining ministerial authorizations;
  • Ensure compliance with and follow-up on the terms and conditions of environmental authorizations
  • Monitor municipal regulations and obtain municipal permits when required;
  • Assist the branch manager in monitoring property titles;
  • Participate in environmental audits and inspections;
  • Lead agency environmental management committees;
  • Ensure follow-up of environmental events;
  • Assist construction project managers in complying with environmental requirements;
  • Manage environmental aspects of site operations (e.g. hazardous waste, water consumption);
  • Promote environmental awareness among employees.

  • Or a DEC with 5 years' experience;

  • Knowledge of SAP (an asset);
  • Bilingualism;
  • Valid driver's license, as travel will be required;
  • 30-hour health and safety course for construction sites.
