SERVICE DIMENSIONS
The Precommissioning Lead reports to the EPCI Installation Manager and is accountable for all technical and execution aspects related to offshore pre-commissioning activities for the onshore and offshore scope of work including subsea, umbilicals, pipelines etc related to the Offshore Engineering, Procurement, Construction, and Installation (EPCI) Contract
The job holder shall oversee the precommissioning activities in line with agreed execution plans and the Project HSEQ management system.
The Precommissioning Lead is expected to undertake regular missions to the site and to the associated vessels, duration of these missions is expected to span several weeks at a time onshore and offshore Mozambique. Frequency of these missions shall be sufficient to ensure that the site team is properly managed and supported, the Precommissioning Lead shall be present during key activities and work periods including start-up of different phases / vessels.

ACTIVITIES
  • Provide project management and leadership of the Precommissioning Team during all project phases.
  • Ensure safe, on time and within budget delivery of all precommissioning related elements of the EPCI scope of work whilst ensuring a high level of quality consistent with a project design life of 30 years.
  • Monitor and manage all facets of work within the precommissioning scope of work onshore and offshore to ensure that schedule, cost / budget, technical, quality and HSES requirements are, as a minimum, met or improved upon.
  • Implement a readiness process to ensure a progressive preparation is made by both contractor and company towards the start of site activities and that this is documented.
  • Establish an accurately defined schedule for all phases of the deepwater work and ensure these are kept up to date.
  • Bring to earliest attention of the EPCI Installation Manager issues which present a significant threat to the Project and in addition offer mitigating measures / work plans.
  • Represent the EPCI Team as needed, at both internal and external meetings.
  • Define, monitor and manage work tasks with external consultants and contractors as required.
  • Ensure that all precommissioning work activities are performed in compliance with project technical requirements and are fit for purpose.
  • Ensure all equipment inspection, vetting and follow-up activities are satisfactorily carried out and MWS are engaged in that process.
  • Ensure identification and resolution of detailed interface issues, in conjunction with other Leads/ managers / senior discipline engineers, in an efficient and cost-effective manner.
  • Ensure, in conjunction with project HSE department, that all precommissioning scope of work activities are performed in compliance with a high regard to Health, Safety, Security and Environmental requirements.
  • Provide leadership within precommissioning activities for all HSE performance and compliance including monitoring of performance, implementation of corrective measures for performance issues and pro-active implementation of schemes / activities to improve upon good performance.
  • Ensure that all precommissioning scope of work activities are performed in compliance with a high regard to Quality Assurance and Control.

CONTEXT AND ENVIRONMENT
  • US $20 Billion investment, 7,000-ha LNG facility site that includes private airstrip, marine facilities, and 18 subsea wells - 5-year construction period, delivered utilizing a staff of 1500+ employees and contractors based in Houston, Milan, Paris, Singapore and Mozambique
  • 12.88 MTPA from 2 Initial Trains - 25-year production period
  • Mozambique LNG is a subsea (1,400m) to shore dry gas field development located in the norther part of Mozambique.
  • The subsea field will be developed via 18 subsea wells, 7 production manifolds, 1 MEG manifold, 3 x 22in trunk lines, 6in and 8in MEG lines, 18 x 10in in-field flowlines, 2 x 4in in-field MEG lines, associated ILTs and PLETs for all pipelines and flowlines, 25 control modules, 4 onshore umbilicals, 2 main tie-back umbilicals, 5 in-field umbilicals, 12 UTA assemblies, 189 electro hydraulic flying leads, 48 x 10” flexible jumpers, rigid jumpers and spools.

ACCOUNTABILITIES
  • Management of all precommissioning team during the project execution phase. Safe and on time delivery of the precommissioning scope of work within the EPCI Contract whilst ensuring a high level of quality consistent with a project design life of 30 years.



QUALIFICATIONS & EXPERIENCE REQUIRED
  • Minimum of 15 years’ experience in management of large-scale precommissioning contracts for land-, shallow water- and deep-water based systems, pipelines and umbilicals and proven team leadership / management experience.
  • Experienced and able to assess and analyze a precommissioning spread, contractors’ capabilities and challenge the robustness of their overall execution planning to deliver a precommissioning scope of work.
  • Knowledgeable and experienced in general offshore installation aspects as they relate to pipelines, structures, and umbilicals.
  • Ability to get along well with others in an international / multi-cultural environment and take a pragmatic approach to problem solving situations.
  • Desire to take responsibility for own area of work and to hold self-accountable to deliver in accordance with responsibilities.
  • Ability to manage interfaces between multiple contractors.
  • Ability to develop good working relationships with contractors and contractor personnel and progress collaborative problem solving. 
  • Fluency in the English language.
  • A bachelor's degree in engineering or equivalent is required.
  • Current BOSIET and OGUK medical.
