Competency Framework Advisor


Job Title: Competency Framework Advisor

Contract Type: Fixed term – 12 month contract
Reporting to: Institute Manager
Business Unit: Omexom Institute


Role Purpose

The Competency Framework Advisor will play a pivotal role in shaping the future of workforce development across our organisation. Working within the Institute business unit, this role is responsible for conducting a comprehensive gap analysis of current training programs, competency frameworks, skills matrices, and assessment tools. The job holder will design and implement consistent, scalable frameworks and templates, collaborating with subject matter experts (SMEs) across the business to ensure alignment with operational needs and strategic goals.


Responsibilities & Duties

Including but not limited to the following:

Gap Analysis & Audit

  • Review and evaluate existing training programs, competency matrices, skills assessments, and role-based development tools.

  • Identify inconsistencies, gaps and areas for improvement across regions and departments.

Framework & Template Development

  • Design standardised templates for training matrices, competency frameworks, and assessment tools.

  • Ensure frameworks are adaptable across various roles and functions.

Stakeholder Engagement

  • Collaborate with SMEs, line managers and the HR department to create and validate role-specific competencies and training needs.

  • Facilitate workshops and feedback sessions to refine and finalise frameworks.

Implementation & Integration

  • Support the rollout of new competency and training matrices across the organisation.

  • Provide guidance and documentation to ensure smooth adoption and usage.

  • Implement processes for continuous matrices review to ensure they remain up to date and relevant.

  • Implement and pilot competency assessment frameworks across all disciplines, ensuring they adequately assess employee competency.

Monitoring & Reporting

  • Establish metrics to evaluate the effectiveness of implemented frameworks.

  • Deliver progress reports and recommendations to senior leadership.

Person Specification

Qualifications and Experience

  • Degree or equivalent experience in Human Resources, Education, Organisational Development, or related field.

  • Proven experience in learning & development, workforce capability, or organisational development.

  • Strong understanding of competency frameworks, skills matrices, and training assessment methodologies.

  • Excellent stakeholder management and facilitation skills.

  • Ability to translate complex role requirements into structured, measurable competencies.

  • Proficiency in using digital tools for documentation, analysis, and reporting.

  • Excellent working knowledge of IT packages including online learning design software and Microsoft Office.

  • Experience in training needs analysis, general training design and development.

  • Excellent communication skills with strong oral, written communications and presentation skills.

Preferable: Experience from a contracting/engineering/construction environment would be an advantage.
