Utility Manager M/F

The Utility Project Manager will be responsible for the planning, coordination, and execution of utility-related activities for the HRBT project. This role requires close collaboration with utility owners, design and construction teams, and regulatory agencies to ensure timely relocation, protection, or installation of utility infrastructure with minimal impact to the overall construction schedule.

The Hampton Roads Connector Partners JV (HRCP) consisting of Dragados, VINCI, and Flatiron has been selected to construct the $3.3bn Design Build project –the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).The project scope across a 9-mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2027.


Principal/Essential Duties & Responsibilities

  • Manage all aspects of utility coordination, relocation, and installation on a large-scale bridge-tunnel construction project.
  • Serve as the primary point of contact between the project team and utility owners (water, sewer, gas, electric, telecom, etc.).
  • Review and interpret construction drawings, utility plans, and engineering designs to identify utility conflicts.
  • Develop utility relocation plans, schedules, and cost estimates in collaboration with utility companies and the construction team.
  • Oversee field investigations, utility potholing, and as-built verification efforts.
  • Ensure compliance with federal, state, and local utility regulations, permitting requirements, and safety standards.
  • Maintain detailed records of utility coordination efforts, approvals, changes, and correspondence.
  • Monitor utility work progress and ensure alignment with the master project schedule and milestones.
  • Resolve utility conflicts or unforeseen issues through engineering solutions or coordination adjustments.
  • Attend and lead coordination meetings with stakeholders, including contractors, engineers, permitting agencies, and utility representatives.

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field (required).
  • Minimum 7 years of experience in utility coordination or utility project management, preferably on large infrastructure projects.
  • Prior experience with bridge, tunnel, highway, or transit projects is highly desirable.
  • Strong understanding of utility systems and infrastructure.
  • Familiarity with utility permitting processes and public agency coordination.
  • Proficient in construction scheduling software (e.g., Primavera P6, MS Project) and engineering design review tools.
  • Excellent communication, negotiation, and documentation skills.
  • Ability to manage multiple stakeholders and prioritize competing demands.

Preferred Qualifications

  • Project Management Professional (PMP)
  • OSHA 30-Hour Construction Safety Certification
  • NICET certification in utility coordination or construction inspection

Knowledge, Skills, Abilities, and Competencies

  • Familiarity with utility design standards, relocation methodologies, and conflict resolution techniques.
  • Competence in interpreting engineering drawings, specifications, and utility mapping data.
  • Understanding of applicable codes, regulations, and permitting processes for utility relocations.
  • Strong negotiation and conflict resolution abilities when working with utility owners and contractors.
  • Ability to facilitate and lead meetings with diverse project stakeholders.

This role supervises/manages other employees and has a revenue and budget responsibility.
