WTG Foundation - Safety Engineer
WTG (WIND TURBINE) AND FOU (FOUNDATION) SAFETY ENGINEER required by our Client, within the Renewables Industry, to be assigned on a Contract basis, located in Boston, MA.
POSITION SCOPE
The WTG/FOU Safety Engineer (WTG-SE) will be dedicated to the turbine and foundation package from the earliest opportunity but will report to the Health and Safety Lead. The nature of this job function is product safety, environment, quality & engineering which includes the planning, setting up and reviewing of processes relevant for the manufacturing, shipping, load out, installation and completion of the Wind Turbine Generators so that there will be no equipment/ machinery concern. This is realized through (quality planning and control) inspections, testing, evaluation, quality, engineering safety tools and techniques to identify hazards, defects, or deviations from specifications.
The job holder will review drawings and verifies those against local legislation and standards and negotiates with the manufacturer the design risk assessment content. Once the WTGs/FOU/MP have been completed and shipped to the pre-assembly site, the Safety Engineer will assure that all method statements & risk assessments are to sound engineering practice and safe standards.
From time-to-time they will join the different Foundations and WTGs installation jack-up vessels to validate set criteria. Also, regular assignments offshore to client’ offshore accommodation vessel is foreseen.
PRINCIPAL RESPONSIBILITIES
Lead the delivery of critical health and safety documents, ensuring adherence to local and international regulations.
Collaborate with departments including Health and Safety, Engineering, Construction, Supply & Expediting, T&I, Commissioning, Contract Management, Legal, and Procurement.
Lead projects to successful completion within specified timelines, adhering to rigorous safety and quality standards.
Develop and manage project documentation and processes that directly align with the Clients strategic objectives.
Run workshops and inductions on WTG/FOU and assure documentation and the plant offshore is in compliance with the US legislation aiming to create a safe and sustainable work environment.
Perform design risk assessments, apply industry best practices, and provide strategic recommendations throughout the project lifecycle to mitigate the impact of unforeseen events.
Design, implement, and oversee safety protocols and procedures within the specified scope.
Foster efficient communication and collaboration among teams.
At manufacturer’s facilities, review manufacturing processes and end product and make safety and environmental oriented suggestions.
Define and drive incident reporting requirements for the WTG/FOU package and particularly the WTG manufacturer and installer.
Provide constant H&SE management support to the project site by assuring through regular meetings, walk-downs and reporting through the site team.
Assess potential risks, creating strategies to mitigate them, and ensuring compliance with safety standards.
Develop a specific WTG-machine-activity based hazard assessment.
Review the turbine’s fire protection concept, and in doubt, seek consult from fire protection experts.
Drive engineering safety and relevant processes based on quality assurance approach by applying methodologies as such hazard analysis, risk assessment under harmonizedstandards; fault tree analysis and product FMEA.
Review arch flash studies and reports create by contractors.
Implement onshore and offshore standards, procedures, tools, and best practices for large-scale projects, specifically offshore wind projects.
Conduct product audit (critical quality gate) at pre-assembly site (before loading out), after installation, pre-commissioning and take over certificate.
Contribute to producing project’s procedural HS&E Plan, Construction Phase Plan and Emergency Response Plan for the offshore site including site set up, OSS set up and general onshore works including all necessary drills and exercises to be done.
Review WTG’s safety, rescue and evacuation concept as suggested by the manufacturer and assesses this with general windfarm and foundation set up and concept.
Conclude and document (hazard analysis) the correct use of Personnel Protective Equipment (PPE) to be worn on WTG and FOU.
Assure identified (turbine) mounted safety equipment both in WTG-arrangement and FOU is linked and logically set up and in compliance with aforementioned legislation.
Capture and share lessons learned from offshore delivery projects, establishing feedback loops and best practices to enhance business value.
Act as a safety leader, ensuring risks are assessed and mitigations are implemented, fostering a culture of safety, quality, and continuous improvement.
EXPERIENCE / QUALIFICATIONS
Bachelor’s degree in mechanical, Process, Industrial or Safety Engineering, or a closely related engineering field
5+ years of proven design safety in a delivery-oriented environment.
Experience in offshore wind farms, marine works, or oil and gas delivery and operations.
Experience with WTG equipment
Experience with foundation (MP & TP) fabrication and installation
Experience with cable interfaces
Experience with design hazard assessments
Some coordination experience gained in a large infrastructure project.
Experience with database systems such as action trackers
Experience in administrating different documentation
OEUK Medical certificate
GWO BST
Knowledge & Methodologies
Must be able to understand the logics of database systems.
Knowledge and capable of developing an understanding for procedural documentation.
Advanced (mechanical/electrical) knowledge of (engineering) safety methodologies relevant for the works.
Appropriate communications approach towards directors and on-site level staff must be understood to reach the right audience.
Must have a good understanding or desire for the United States Health and Environmental requirements.
ISO 45001 and 14001 knowledge would be beneficial.
Engineering & Technology
Strong understanding of Wind Turbine Generators, transition pieces and foundations. The job holder must come from a strong engineering background being able to understand production systems and the use in producing relevant machinery and plant documentation.
Must be able to read and comprehend technical/ technology aspects such as systems, drawings, machinery, and work equipment.
Understanding of Offshore EPC alternatively has worked as a project engineer in an engineering project context.
Comprehensive understanding of Health and Safety Related American/International standards.
Understanding of offshore logistics and construction would be beneficial but not essential.
Work and understand Microsoft Office Package (complete) on advanced level.
Delivery and Contracting:
Competence in design safety, contract negotiations, creation of documents, implementation of processes up to the hand-over to O&M. Experience collaborating with diverse teams and managing a wide range of project scopes.
Health, Safety, and Environment (HSE):
Knowledge of local, international HSE legislation and best practices related to design safety and procedures Familiarity with offshore safety standards such as the Global Wind Organization (GWO) and OSHA standards.
Interpersonal Skills:
Strong relationship management skills, including working with senior leadership and external stakeholders.
Communication:
Excellent communication skills to influence key project and business decisions. Proficiency in report writing and summarizing key parameters impacting projects and business.
Team Coordination:
Ability to organize, manage, and lead safety meetings.
Skilled at engaging with stakeholders and consistently communicating safety expectations and updates to the stakeholders.
Problem-Solving and Innovation:
Anticipate problems and implement mitigating solutions. Innovate and think creatively to address conflicting requirements.
