COMMISSIONING & STARTUP UTILITIES LEAD required by our client, within the Oil and Gas Service industry, to be assigned on a Contract basis, located in Houston, TX during engineering stage / then Louisiana during field execution

PRINCIPAL RESPONSIBILITIES
Safety
- Provide & maintain a safe work environment for self & all team members. Employ good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries. Ensure proper documentation is maintained for safety related activities.
- The position, depending on the incumbent, will primarily support Utilities/Power Generation, raw water/wastewater treatment and may support other technologies which include Air Separation (both large and Generated gas facilities), HYCO, Helium, Gasification, and Ammonia.
- Commission and startup the units as prescribed by the Work Instruction Procedures
- A leader of a dynamic team that sets the example for being leaders in Safety during the construction, commissioning, startup, and startup stabilization period bringing new assets online.
- A leader of the team to plan, manage, and prepare equipment and systems for first time startup.
- Ensure development of work processes and strategy for field construction and commissioning of rotating equipment
- Understand PLC and DCS controls, logic, PID tuning, and advanced control systems.
- Setting the strategy and leading support contractors and personnel to properly install and startup equipment.
- Provide operations evaluation & determinations, issue operations direction & guidance, and oversee inspection & quality assurance initiatives for all aspects of the unit operations being supported, including commissioning, startup, troubleshooting, maintenance, repair, and test activities.
- Lead and provide support & guidance during the construction & commissioning of the plants. Ensure documentation for all commissioning activities is maintained and submitted via completions database and meet all performance parameters of the plant. Monitor quality assurance initiatives including installation & assembly, alignment, cleanliness, integrity, etc. of the equipment being installed.
- Lead and provide commissioning support in the new installation, existing plant modifications, on-going operations, and continuous improvement and maintenance activities for the facilities in the Region. Ensure the activities related meet legal requirements and comply with Client safety and operations standards.
- Provide Operations guidance to ensure safety, reliability and maintainability of equipment, processes, utilities, and controls.
- Mentor site operations and engineering teams in managing plant production efficiently based on input provided from Plant Management and Plant Process Engineering to ensure safety and reliability targets are met to achieve maximum profitability. Utilize the PIC center when applicable to assist the local teams for day-to-day operations.
- Provide operations support and safety leadership for MOC’s, OPHR’s, and other safety related initiatives to drive process safety compliance. Consult Client process safety personnel as required for additional technical support.
- Provide commissioning and startup leadership in supporting/leading investigations and Root Cause Analysis to identify & implement sustainable corrective actions.
- Ensure the safety of all site personnel by utilizing the Client Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc. The position provides commissioning and startup support for executing, organizing, and auditing the safety systems, to build the Client safety culture into the site organizations being supported.
- Provide Commissioning & Startup input and safety leadership for FCN’s/ MOC’s, OPHR’s, and other safety related initiatives to drive process safety compliance.
- Provide Commissioning and Startup Leadership for the completion of the Pre-Safety and Startup reviews (PSSR).
- Provide Commissioning and Startup Leadership in complying with the Completions Tool deliverables.
- Provide Commissioning & Startup support to the Operations organizations to effectively operate the Utilities/Power Generation, Raw Water/Wastewater Treatment, Hydrogen Electrolysis, ASU, HYCO, Gasification, Helium, and Ammonia facilities in region to meet the customer’s satisfaction on safety, reliability, product quality, and flexibility of product supply while in compliance of contractual requirements.
- Provide expertise by taking ownership of operating plants and ensuring that the equipment has been installed, operated, and maintained correctly.
- Support planning activities for projects in the region; this may also include collaboration with other C&SU teams globally.
- Resolve installation issues, procedures, and methods by working with Engineering and Operations.
- Transfer of projects from Commissioning to Operations – completion of project-specific documentation, P&IDs, lessons learned, and project close-out report.
- Developing work processes and strategies for commissioning and start-up activities.
- Ensure Client standards, global best practices for EH&S, productivity, reliability, quality, and overall customer services are met.
- Lead the commissioning team in the commissioning, startup, and troubleshooting activities.
- Lead the training of the Operations team through plant commissioning, startup, and normal operation.
- Ensure Operations is maintaining accurate document control and monitor quality assurance initiatives during the commissioning and startup phase.
- Ensure proper training of the site operations team to operate the facility insuring Environmental and Regulatory requirements are not exceeded.
- Engage in all aspects of plant operations, DCS and field, to effectively operate the technologies supported to meet the customer’s satisfaction on safety, reliability, product quality, and flexibility of product supply while in compliance of contractual requirements.
- Facilitate attainment of operational excellence and customer satisfaction via operations productivity, reliability, quality, and continuous improvement initiatives throughout the commission and startup phase.
- Provides Commissioning leadership to drive asset performance which includes, troubleshooting, plant efficiency, process safety, equipment reliability, and advanced controls initiatives.
- Provide Commissioning leadership in supporting/leading investigations and Root Cause Analysis in order to identify & implement sustainable corrective actions.
- Provide Commissioning support for turnarounds as requested.
- Participate in technical reviews, equipment design, installation, operation, and optimizations (productivity) of equipment & systems including validations, Mechanical Integrity and Management of Change along with procedures development & implementations.
- Promote an atmosphere of team spirit through good example, open communication, good listening, and timely problem resolutions.
- Drive continuous improvement in safety performance, reliability, and cost of quality goals.
- Establish & maintain relationships with regional Engineering and Operations Organizations
- Foster and support positive working relationships with internal and external customers.
- Participate in Regional and Global meetings as required to determine best practices being used in the industry and apply them to the role.

JOB REQUIREMENTS
- Minimum 15 years project experience, 5 years in a commissioning role, preferably with Mega Project experience
- Demonstrated ability to operate, commission, startup, troubleshoot, assess and resolve various plant related issues.
- Experience and knowledge in the technology, design, and operation of Utilities/Power Generation, Raw Water/Wastewater treatment. Knowledge in additional technologies a plus : Air Separation, HYCO, Gasification, Sulphur Recovery & Helium process systems desired.
- Strong background in all aspects of operating facilities including machinery, instrumentation and controls, electrical, mechanical systems, and advanced controls across multiple technologies.
- Demonstrated operations and technical skills.
- Ability to read P&IDs, isometrics, interpret design curves of field machinery, & function checking of field equipment
- Knowledgeable in process safety, health, and local environmental requirements.
- A strong commitment to employee involvement, team building and diversity.
- Regional travel of 60 – 75% per year with potential Global travel
- The ability to represent the America’s Commissioning and Startup Engineering Organization and Client in front of our stakeholders (project teams, construction, operations, and our customers)
- Able to communicate between management, operations, maintenance, customers.
- Proficiency in English speaking and writing.
- Demonstrated leadership, organizational, computer and interpersonal skills combined with good communications skills (written and verbal).
- Formal training and experience with leading RCA’s, the six-sigma process, and continuous improvement tools a plus.
